The issue you reported is in private property, so Veolia cannot remove it because they have no right of access. If it is in the front garden, Veolia might be able to remove. Unfortunately, if the dead fox is in the back garden, the landowner needs to make their own arrangement to dispose it, as they are responsible for to keeping the land clean.
